Система повышения квалификации педагогических кадров в Российской Федерации сложилась к концу тридцатых годов. В октябре 1938 года был опубликован приказ народного комиссара просвещения РСФСР «О местных институтах усовершенствования учителей». В педагогических средних специальных и высших учебных заведениях создавались заочно-курсовые секторы.
TOGIRRO: The history of formation and development
The system of advanced training of pedagogical staff in the Russian Federation developed by the end of the thirties. In October 1938, the order of the People's Commissar of Education of the RSFSR "On Local Institutes for the Improvement of Teachers" was published. In pedagogical secondary special and higher educational institutions, correspondence and course sectors were created.
Institutes were opened as educational and methodological institutions. They were called upon to study, generalize and disseminate advanced methods of education and education: organize pedagogical readings, hold scientific and practical conferences, pedagogical exhibitions, etc.
On January 13, 1945, the Tyumen Executive Committee of the Regional Council of Workers' Deputies asked the People's Commissariat for the opening of a regional
Teacher development Institutes at the Tyumen region.
In September, teacher Peter Khaynovsky was sent to a seminar of the directors of the Teacher Development Institutes in the city of Sverdlovsk. In October 1945, by order of the head of the region, N. Dokshin was appointed to the post of head of the educational unit of the Teacher Development Institutes. Since that time, the apparatus, consisting of two workers, has been included in the work with pedagogical staff of the region.
From September 1945 to January 1947, forty-five teachers were trained at courses at the Central Institute for Advanced Training. Forty heads of district departments of public education and the same number of inspectors, one hundred and sixty-seven directors, head teachers and teachers of secondary schools of working and rural youth were trained through seminars conducted by the regional Institute.
Since 1948 -1949 the school year, this system was operating in our area, was becoming the most important area of ?the institute's staff. During the year, 649 people passed through the full-time education system, of which 506 were teachers of the first - fourth grades.
In order to increase the efficiency and scope of teacher training, it was decided to create five centers in the region based on pedagogical educational institutions:
Teacher development Institutes becomes a kind of workshop of innovative thought. Since 1953, for a number of years, the institute has been conducting experimental work on the creation and introduction into school practice of programmed printed manuals on the main subjects of the curriculum. The idea of ? ? creating them belonged to the head of the cabinet of methodological manuals of the institute N.Tilyupo. In April 1953, for the first time in the regional center, the All-Russian Seminar of Methodists of Institutes of the IU was held to familiarize themselves with the methodology for teaching the Russian language on new printed manuals.
Since 1963, similar notebooks have been developed in mathematics, chemistry, foreign language and geography. The Ministry of Education of Russia approved the initiative. Teachers of sixteen support schools of the region conducted experimental work on the introduction of new teaching aids in a foreign language. Methodists of the institute T. Gorchakov and T. Dynnik, at the head of a group of teachers of schools in the region, developed printed manuals on mathematics. The methodologist of the institute E. Melnik developed interesting material for individual work on geography. The so-called "Tyumen notebooks" aroused widespread interest not only "Tyumen notebooks" aroused wide interest not only in our country, but also outside it.
In the sixties, a tape course of the German language for students in the fifth to eighth grades, developed by the institute's employee F. Emich, was successfully established in many schools of the Russian Federation.
In the early 90s, there were 37 thousand teachers in the region, more than 27 thousand preschool workers. In September 1991, by decision of the executive committee of the Tyumen Regional Council of People's Deputies, on the basis of the regional institute for the improvement of teachers, an institute for advanced training of pedagogical personnel was opened, which received the status of a higher educational institution. A. B. Kitaigorodskaya - an Honored Teacher of the School of Russian Federation, was appointed by the rector.
Every year, the institute trained more than 9 thousand teachers and preschool workers.
Given the acute shortage of social teachers, school psychologists in educational institutions, the institute begins retraining staff for these specialties. It was, in fact, about acquiring new specialties with the issuance of a diploma of higher education. In 1995 alone, there were 187 such graduates. Every year, the IPC increasingly became a kind of Center for retraining staff for those wishing to change their profession to pedagogical.
With the formation of the institute, its structure changes. Departments and faculties are added to seventeen existing offices. Their number, as well as the number of teaching staff, increases annually. In 1995, there are already eight departments in the PKI. The first was the Department of Psychology and Defectology.
The leadership of the organized work to improve the professional and scientific development of teachers and employees of the institute. In 1993, the Academic Council of the received the right to provide for the assignment of the academic title of associate professor. With the creation, the laboratories of "Historical Local History," "Ecology and Education," later the laboratories "School Psychological Service," "Waldorf Initiative," "Revival of the History, Language and Culture of Siberian Tatars," "Valeology" are immediately opened. In 1994, the Comprehensive Department for the Renewal of Education of the Siberian Branch of the
Russian Authors Society began to work at the
Russian Authors' Society.
In 1995, the development of a regional component of the baseline plan was added to the seven existing scientific areas. Employees of the institute began to introduce their developments more and more actively in schools, first of all, at experimental sites in Tyumen, Tyumen region, Novy Urengoy.
The Institute increasingly organized regional and regional scientific conferences. The topic, as a rule, was directly related to the problems of public education of the region. Regional scientific conferences were practiced together with universities of the region.
The institute has a creative team capable of solving problems of teaching teachers.
